The firm works at the intersection of climate resilience, insurance, disaster recovery, and public policy, with an emphasis on turning complex technical and institutional problems into clear options for decision-makers.

The work is grounded in the view that climate risk is not only an environmental issue; it is also a housing, fiscal, insurance, infrastructure, and governance issue. As risks intensify, public agencies, communities, and market actors need better tools to understand where stress is building, what policy levers are available, and how to design responses that are practical, equitable, and durable.

Climate Risk Advisors supports clients through thought leadership, strategic planning, policy research, legislative and regulatory analysis, program design, stakeholder engagement, and implementation guidance. Engagements are tailored to the needs of public agencies, mission-driven organizations, coalitions, and other institutions working on resilience, risk reduction, and recovery.

The firm’s work draws on experience in federal and state policy, disaster management, insurance issues, and cross-sector leadership. That includes shaping climate resilience strategies, conducting legal and policy analysis, crafting legislation, evaluating programs, and building actionable policy agendas for senior leaders, legislators, agencies, and external stakeholders.

The approach is straightforward: define the problem clearly, ground the analysis in evidence, identify realistic options, and produce work that clients can actually use. In practice, that may mean crafting state or federal legislation, developing a strategic framework for a state initiative, analyzing insurance market conditions, or designing and executing a campaign that translates technical findings into an actionable policy agenda.

Samantha Medlock

Founder and President

Samantha Medlock is a nationally recognized expert in climate risk, disaster resilience, insurance, and public policy. Her career spans leadership roles at FEMA, the White House, Congress, and the private sector.

She most recently served as FEMA’s Assistant Administrator for Resilience Strategy and previously served as senior counsel to the U.S. House Select Committee on the Climate Crisis. Earlier roles included service at the Office of Management and Budget and the Council on Environmental Quality, as well as work in the global insurance sector.
